Answer
Napoleon restored peace with the Catholic Church, established the Napoleonic Code, and created a centralized bureaucracy. He also sought to spread the ideals of the French Revolution, such as liberty, equality, and fraternity. Ultimately, it can be argued that Napoleon achieved his stated goal of preserving the gains of the revolution.
